He's just sitting there, smoking a cigarette. I think that man might be a prototype of "King of the Hill"'s Dale Gribble.
Steam Roller: In this episode beavis and buttheads neighbor tom anderson and his neighbor go by a fence drink beer and
say yup. basically an early prototype of the guys drinking beer on king of the hill.
